Under the jurisdiction of Huaiyuan County there are 18 townships, 334 villages (residence zones), two province-level economic developing zones, one province-level scenic spot and one modern agricultural independent innovation comprehensive trial zone with the overall area of 2192KM? and the population of 1330,000. Huaiyuan County is very convenient in traffic. It is very near to the urban area of Bengbu, and the two mountains, i.e. Jingshan and Tushan, are located in the county and the Wohe River and Huaihe River are crossed at the county. With the construction of the four bridges on the Wohe River and Jing-Tu Huiahe Bridge, the new and old county area are connected well so that the urban setup that the two urban areas are surrounded by two mountains and two rivers will be established. The National Way 206 and the Provincial Ways 307 and 225 are through the county, Beijing-Taizhou Expressway and Nanjing-Luoyang Expressway are crossed in the county and there are three entrances/exits along the expressways, some parking zones like Huaiyuan Economic Developing Zone and Longkang Trial Zone are planned to set up near to these entrances/exits. Within the territory of Huaiyuan there are nine rivers in which the Huaihe River, Wohe River and Cihuai New River are open to navigation all the year, Huaiyuan is obvious in location advantages and is rich in raw material resources and plentiful in products. At present, Huaiyuan County is one of the advanced counties in the production of grain and is one of the demonstration counties in the production of pollution-free vegetables throughout the country. The planting area of high quality glutinous rice all over the county is 700000mus, so Huaiyuan County is the largest county-level high quality glutinous rice productive base in China. In the county, the planting area of vegetable is 350000mus, so it is the important supply base for the “Shopping Basket Program” in Jiangsu, Zhejiang and Shanghai. Near to the coal bases of Huainan and Huaibei, it is rich in mineral resources, i.e. coal and magnetic iron mine, etc. The two generating sets of 600 Thousand KW in the first phase of Bengbu Generating Plant of the State Grid have been built up to generate and the second phase project is being speeded up to construct. With the rich limestone and desulfurized gypsum resources, the strong supply is provided to the building materials industry. In Huaiyuan County, there are many cultural and historical relics, for example, Qimu Stone, Bairu Spring, River-Watching Building, Bianhe Cave, etc, “Tushan-Bairu Spring Famous Scenic Spot” is the province-level scenic spot. Huaiyuan County is the birthplace of Huagudeng—the famous art in China, at present the Huagudeng Sing and Dance has been listed into the protective contents of the national nonmaterial cultural heritages. Many ancient and modern famous characters are from Huaiyuan County. Now, with powerful developing tendency, in comparison with the policies to implement the western development and rejuvenate the old industrial bases in the northeast area of China, Huaiyuan has been listed to the Hefei-Wuhu-Bengbu Independent Innovation Comprehensive Reforming Trial Zone, and the five pillar industries have been established in the County, i.e. stainless steel smelting and processing, electromechanical, foodstuff and brewing, textiles and clothing and electrical energy source. The County has been approved by the Provincial Development and Reform Commission of Anhui as the stainless steel productive base in Anhui.
